This will be the case in the current administration. Laws that protect free speech and such are quickly fading.

Although I have no doubt that the intent of the bill's originator is for the good, I do happen to agree that government should stay out of the mess and let the responsibility fall to the parents. Too much responsibility has already shifted to the government, as well as schools, teaches, clergy, etc. Parents need to take responsibility and do the parenting thing.
